Are these two settings necessary? What's the use case for it? I was playing around with them and I know it's likely to be user error on my part, but it seems to have caused me more problems than I anticipated and I had to reset to start all over.

They won't if you set the 'Reserved IP' (in GL.iNet parlance — Static (DHCP) Leases is a more common term) provided the client devices don't use a random MAC. You'd have to check ea. device/phone/whatever's settings for your SSID. GL GUI -> Clients -> (Online/Offline) Clients -> Reserved IP GL GUI -> Network -> LAN -> Address Reservation
