Try the VPN Policy mode:
VPN Policy Based on the Client Device
with Do Not Use VPN
, select that special device which running the tailscale.
But in this case, all traffic will bypass the VPN.

However, the router cannot recognize the data packet/traffic of Tailscale, and the Tailscale traffic of the client is not a specific IP or domain name, which seems to be unable to achieve.
And the Tailscale interface is not on the router.

Found a solution, adding their subnet addresses 100.64.0.0/10
as a rule to not use VPN.
