Does Remote Access work when VPN killswitch is on and the VPN stops working?

If I have VPN killswitch on, and the VPN stops working, the connected devices will not be able to access the internet.
But will the router itself, still be accessible to the internet for Remote Access? If I have Remote Access enabled on the router, for example with Tailscale, can I remotely log into the router with the VPN down, and manually fix up the VPN?

If the WAN Internet is normal and the Tailscale connected, you can remote to the router to access the WebUI or SSH.
