Even when it’s not charging and not busy, this device gets unusually warm for a mobile router, compared to other ones i have used.

Is that normal for this model?
Are there some utils that can check if its hardware is working right?

It’s quite normal.

If you want to reduce it and also improve battery life you can turn down WiFi tx power to low or even disable 5Ghz WiFi

Turning power down on both radios to 3dbm and 20mhz seems better, but still stays unusually warm, even if put on tile floor with air conditioning on.

No. Nothing can be debug for battery.
