GL-E5800 (Mudi 7): 6 GHz radio fails to start under EU country codes (RO/DE) — works under GB

Summary: The 6 GHz radio won't start when the WiFi country code is an EU country (tested RO and DE). It comes up normally under GB. EU 6 GHz (5945–6425, LPI/VLP) is legal, so the self-managed regulatory DB appears to be missing 6 GHz rules for ETSI/EU country codes.

Reproduce:
uci set wireless.wifiX.country='RO' (or DE) on all radios, commit, reboot.
Configure the 6 GHz radio (PSC channel, WPA3-SAE, any width).
6 GHz never broadcasts.

Evidence — RO (broken):
iw reg get → phy#0 (self-managed) country RO lists 2.4/5 GHz rules but no 5945–6425 line.
logread: reg_append_mas_chan_list_for_6g_vlp: No VLP reg rules → __wlan_hdd_cfg80211_do_acs: acs config chan count 0 → hostapd Hardware does not support configured channel.
iwinfo wlan2: Channel: unknown, Tx-Power: 0 dBm.

Evidence — GB (working):
iw reg get → country GB includes (5945 - 6425 @ 320), (N/A, 24), NO-OUTDOOR.
iwinfo wlan2: Channel: 85 (6.375 GHz), Tx-Power: 30 dBm.

Request: Add 6 GHz regulatory entries (LPI + VLP) for EU/ETSI country codes (RO, DE, etc.) to the firmware regdb.
