On the Android app is it possible to start PC via the app (outside wake on lan)? Have the ATX card, can start via web based but not via app (only see wake on lan).

No there is not, I hope they gonna support this including the clipboard setting.
ATX/FingerBot will be added into mobie APP ,but I'm not sure of the exact time.
