Does your Asus router have OpenVPN settings for Manage Client Specific Options? The following is from my RT-AX88U running AsusWRT Merlin Firmware 386.x, but may be somewhat different on other models/versions.
If so, then you can try adding an Allowed Clients for the DEVICE (webserver) subnet to create an additional VPN route from the Asus router to the GL.iNet router. In your case, the subnet would be 192.168.8.0 and try ping 192.168.8.198.
EDIT:
I tested this on another GL.iNet router as OpenVPN client (I do not have a GL-MT300N-V2) and it works with the additional VPN route created.
I was able to access a website on a PC connected to LAN port on the GL.iNet router. I was also able to access the Admin Portal of the GL.iNet router. I also pinged both.
