If you mean urllib — URL handling modules — Python 3.11.0 documentation then it is part of Python itself. python3-urllib should be the package.

Switching to Python 3, if you have not already done so is strongly suggested. Python 2 is EOL as a language in 2020. Most major ditstros, including OpenWrt have already or will be soon dropping support for Python 2.
