I have fios and had the exact same issue. I solved it by updating the router to 4.8.0-op24 beta, putting an unmanaged network switch between the router and ONT, and power cycling everything involved. No idea why this works, but I'm seeing 800-900 Mbps up and down when running a speedtest using a device plugged directly into any LAN port on the router now.
