Did you buy this from a Chinese vendor?

If so, it’s supposed to be like this.

Given his screenshot shows v4.2.3 CN (top-left), I believe this is a Chinese version.

Sorry, there is no way to enable VPN if it is the CN version.
You can try to flash OpenWrt only, no idea if that helps and of course at your own risk.

Вам нужно обратиться поддержку и написать где вы купили, и возможно вам помочь перевести на другую прошивку. Потому что у вас китайская прошивка и их закон.

Просто сделайте полную перепрошивку девайса из загрузчика u-boot. Скачиваете отдельную прошивку именно для u-boot. Далее в зависимости от устройства - обычно нужно зажать кнопку reset на 8-10 сек. Тут на сайте есть подробный мануал. Прошивки для обновления через web интерфейс не подойдут. Была такая проблема на E750 и все решилось.
