With all the storms and internet outages past month, I need a reliable backup option to vpn server. If I get t-mobile static ip (I have business account) for the sim that’s already in my Puli, can I just disable vpn in the event of an outage, disable vpn kill switch, and use t-mobile roaming data (which is free for me). If I’m using this overseas, anyone know if static ip address is displayed? I know when I go to overseas, my phone still has t-mobile IP from USA. It has to do with t-mobile keeping track of billing I think.

Will depend on the roaming contracts of your provider. It might be some US IP but don't need to. Would not bet on it - and of course, it depends on your country as well.
