XE300 SIM is not registered + does not see IP

I entered the command AT+QPRTPARA=3 The only thing that helped was to change “proto-qcm”, but now I can’t see the IP Please help me. I don’t know how to explain more properly what the problem is, I will just attach screenshots. I ran all the commands in the AT terminal. Rebooted. Doesn’t work. Restarted the whole system to factory settings and only did sim registration in the AT terminal. I tested this with four different sim cards, all sim cards with a tariff on all devices, in the phone internet works.
By the way, I have two more questions.
Is it normal that on the router “wifi” and “3g/4g” blink constantly?
And the second question, how to make this router fix the mobile rate active for the phone?

I am not sure if this is a restriction specific to Russian operators, as it is using modem from Qualcomm’s scheme.
