I am currently stuck on version 4.6.8. Everytime I open the webUI it prompts and update. I have tried updating both online and offline, it will go through the whole process then kick me to the login screen. After logging in again it will still be on 4.6.8.
Try clearing the browser cache. Have you tried using the app?

It seems like the sysupgrade package is broken somewhere.

I'm late to this thread.

Please do not jump immediately to my solution! This can do more harm than good.
If you want ew can start some analysis and maybe find a proper way for your device.
To do a quick check if your symptoms are similar to the one I faced, can you ssh to your device (user: root, pwd: the same of your web login)
and check
ls -la /etc/config/ubootenv
and
cat /etc/fw_env.config
Please share the result of these 2 commands - so we can suggestions based on details.
