Can't close open WAN ports on GL-MT1300

I am using a GT-MT1300 (Beryl) router connected to a cable modem on firmware version 3.215 and am having trouble closing some ports on WAN. I have not enabled any of the file sharing services on WAN and am just port forwarding port 80 and port 443. I have set up the firewall in Luci to drop packets on ports 21, 554, and 1723.

However, I’m still seeing those ports open when I am running a port scan on my router from outside the network (whether using an app on my phone, or nmap on my laptop). Am I missing something here?
