Connecting Travel Router to Wifi AP behind a T&C's page

I bought my router for traveling, I tested it at home as a Wireless Repeater with my own wifi at home and it worked well. When I took it out for the first time I connected to a wi-fi point and whilst it connected fine it did not connect to the internet.

I think the reason was that the Wi Fi AP had a Terms and Conditions screen which you had to agree to before it connected to the internet, how would I get to that screen?

I did think it would show on each of my devices and I could agree to the T&Cā€™s from there but that did not seem to be the case.
