It's not just the primary Netflix or other streaming service domains that are hit when you interact with a streaming service. I would recommend using a computer to monitor what domains are requesting data when you log in and stream Netflix and OQEE content. Add all of those domains to your exclusion list. You also need to make sure that your router is serving DNS to the devices where you want these rules to apply. In other words, you need to ensure that they aren't using the own DNS configuration (which may be difficult to do if that configuration is not exposed/directly disclosed to you).
