GL-AP1300LTE without Sim

Hi everyone,
Maybe I did not look enough but would the AP1300LTE works without a 4G sim card in it, so purely as a Lan AP? Looking for alternative to ubiquiti and since I like Gl.inet products, it seems like a decent option.
Feedback on this access point from anybody?
