Just got my awesome GL-AXT1800 wanted to replace GL-AR750s with it but found that there is no VPN policy in GUI 
. (v.4.0.3)
Is that expected and it was removed?
If yes, is there any option to set it up w/o GUI?

There actually is. In VPN Dashboard there are 2 small arrows behind the title. Press those to set policies.
You should also upgrade to the latest beta: https://github.com/gl-inet/gl-infra-builder/releases/download/v4.1.0_axt1800_beta3/axt1800_glinet_ipk.tar.gz
Extract the .tar, and use the .img you get from there to do a local upgrade in the panel.
The VPN Policy in version 3.x firmware is split into Proxy Mode and Global Options in 4.x firmware.
