GL-MT6000 Firmware v4.9.0 (CN): VPN menu missing although all VPN packages are installed

Model:
GL-MT6000 (Flint 2)

Firmware:
v4.9.0 (CN)

Problem:
VPN menu is completely missing.

http://192.168.8.1/#/vpn
returns Not Found.

Already verified:

✓ gl-sdk4-ui-vpn-client installed
✓ gl-sdk4-ui-vpndashboard installed
✓ gl-sdk4-vpn-client installed
✓ gl-sdk4-wg-client installed

✓ /usr/share/oui/menu.d/vpn-client.json exists
✓ /usr/share/oui/menu.d/vpndashboard.json exists

✓ /www/views/gl-sdk4-ui-vpn-client.common.js.gz exists
✓ /www/views/gl-sdk4-ui-vpndashboard.common.js.gz exists

WireGuard works from CLI.

Why is the VPN menu not shown in GL UI?
Is this expected for CN firmware or is this a bug?

China doesn’t allow VPN, hence, you are not able to see any VPN settings

Thank you for contacting us. Sincerely sorry that the product in CN version doesn't support VPN feature. We have released an official statement about this:

Recently there are some third-party sellers who buy CN version products from mainland China and resell them abroad, so some overseas customers have boughtthe CN version.
To defend the rights of customers and us, we're now banning some third parties from selling the CN version overseas.
Please help to provide us the device label of your GL product and proof of purchase. We will file complaints against these third parties.

Since the products in CN version are made according to China regulations, there may be some potential problems with their use in other countries. And the products bought from third parties are not covered by our warranty policy.
So if your product is still under the third-party return period, it is suggested to return the product and buy a new one from our official store.
