Additional Observation
When TX Power = Driver Default, LuCI reports:

2.4 GHz = 33 dBm
-
5 GHz = 32 dBm (Channel 149)
and the GL.iNet interface still displays Wi-Fi Power = Max.
If I manually enter exactly the same TX power values (33/32 dBm), the GL.iNet interface changes from Max to High, even though the actual transmit power remains the same.
