GL-RM1 upgraded to V1.9.0 release1. Keeps cycling

Just got it out of the box a few weeks ago - no VPN nothing else is installed or configured. Only power and ethernet is connected.
Downgraded back to 1.8.2 - same issue.
Downgraded all the way to 1.3.1 - same issue.

Did reset and hard reset, changed power supply and cables - same issue.

Downloaded the logs from 1.3.1 attached to this message.
Trying to upgrade back to 1.9.0 again - its kinda stuck on download progress.

if you are having this issue on multiple sets of firmware I would say just open an exchange
