GL-X300B - SIM cannot register

Hello,
I purchased a GL-X300B Collie router but it doesn’t work with my Vodafone Germany SIM.

The SIM is working with another 4G router.
The device firmware is 3.217
I have reset all settings, set new password, disabled WLAN, set the SIM PIN and added the Vodafone Germany APN, web.vodafone.de.
I rebooted the router.
Nevertheless I get an error message saying that the SIM is not working or that the APN is wrong.

Is there anything I could do? or this is router not working with Vodafone Germany network?

Maybe Vodafone is using device lock here? Or is the other router some device not bought from Vodafone?
