How to access local devices when no internet is available

I connect my android phone to the routers WLAN. Android tells me that there is no internet access on this wlan, which is fine for me. I can connect to the routers wlan, but I still cannot communicate with any device on the local LAN, I even cannot access the router itself (192.168.8.1). I absolutely need to access the raspberry pi, even when I have no internet.

What can I do to solve this issue?

When android detects no internet it usually asks if you would still like to stay on the WiFi that doesn't have internet access. If you don't answer the yes or no question then android usually assumes you want to switch to mobile data and therefore silently disconnects you from the router which you think you are connected to hence no response from devices on LAN.

Are your phones android? On android you usually get a message when connecting to a SSID that doesn't have internet access, it states something like "no internet access, stay connected?" If you don't give an answer to the question then your phone could revert to using mobile data hence no access to the glinet gui.
