How to config AR300M as stand-alone access point with no internet?

I have an energy monitor (with Ethernet) that posts a web page which I’d like to make available via WiFi from an AR300M16. I’m seeing advice on configuring the AR300M16 to accomplish this. There will be no other router or internet available in the final configuration. This is similar to how some IOT devices publish a web page for provisioning, but in this case that’s the desired final mode.

My initial attempts have failed with the AR300M looking for internet.

Advice appreciated.

You can try setting up the GL-AR300M16 in Router network mode using only the LAN and WLAN, but without connecting the WAN.
