Missing VPN Tab on GL-AX1800 (CN Version)

Hi! I just bought a GL.iNet GL-AX1800 (CN version, FCC ID: 2AFIW-AX1800) running OpenWrt 21.02-SNAPSHOT r16399+173-c67509efd7. All SDK4 VPN packages are installed (gl-sdk4-ovpn-client, gl-sdk4-ui-vpndashboard, gl-sdk4-vpn-policy, etc.), but the VPN tab (OpenVPN/WireGuard/Policy) does not appear in the web UI.

I checked /etc/config/vpnpolicy (minimal) and /etc/init.d/S18vpnpolicy is missing, so the vpnpolicy service cannot start. I need the VPN tab and full VPN Policy functionality (the only reason I bought this device ).
I think I read somewhere that specifically China versions of this router are missing this tab.
In all other manuals and screenshots the VPN tab is present.

Could anyone provide the correct global/non-China firmware or an official method to enable the VPN tab on this device safely?
