I was wondering if it is possible to install the Plex Server on AXT1800 as those NAS, e.g. Synology NAS? I really appreciate how powerful AXT1800 and support DLNA. But my Samsung TV unfortunately does not support many types of media files!
Nope, the device isn't powerful enough for that.
But even a raspberry pi 3B+ can run as a Plex server
Yeah, but an RPi does not need to take care of Wi-Fi while doing it.
So let me change my answer to: It's not recommended. You are welcome to try it by yourself but don't complain if it won't work 
All in all it's simply not a good idea anyway.
A raspberry pi will also struggle. You are best getting a mini pc with an intel N100 as that supports Quick Sync which helps dramatically when streaming and transcoding.
For Plex intel is recommended over AMD, just for the Quick Sync alone which is found on intel chips, just ensure you research the CPU. The N100 should do the job just fine and it's low watt too.
