Does your internet work fine? Do you use AdGuard Home?

Since you are located in a country where VPN is forbidden: This might be the issue.
Guess your gov is blocking the server to get the config files.
You might need to create them manually.
Some processes of the router are explicitly called without VPN. I could imagine that retrieving the Mullvad server is one of them.

YES, Mullvad VPN works when I turn it on
I have check by my side, it works. Sometimes probably ISP network issue.
