What is the relevance of the timezone setting in GL routers in general and with regards to privacy in particular? Does the router broadcast that setting anywhere outside of the LAN or is it just guidance for clients which might set their timezone to match the router’s timezone? What types of client devices look to the gateway for timezone info by default? None of mine seem to do that.

It’s only needed for logs and crons. That’s all.

There's also another timezone field in OpenWRT — in Wi-Fi settings. This one has to do with 802.11v Time Advertisement. This protocol is usually implemented when seamless roaming is used with software like DAWN.
Since software like this isn't supported on the GL firmware by stock, it's not necessary to think about it
