Hello. SMS messages are sent to 11 digit numbers normally. SMS does not go to 4-digit numbers of the type, for example, 5151. there is an exclamation mark in the UI. If I move the SIM card to the phone, everything is sent. This only applies to sending SMS. USSD requests are working fine.

May I ask, is your 4-digit number USSD-code?
I am sending USSD codes of the form "* 666 * 12#" they work.
SMS messages are not sent to the number 5151.
More precisely, the AT commands work. T+CUSD=1,* 666 * 12 # (spaces to keep formatting here)
But the commands converted to the PDU do not work with short numbers the same way.
