This will go away on my desktop or mobile devices if I enable Adguard on them.
Enabling AdGuard on the GL-X3000 does nothing to mitigate this.
However, if I enable the Cloudflare WARP that I have setup as a WireGuard VPN on the router, it fixes it across all devices without an issue.
I would like to be able to get by without using the Cloudflare WARP if possible, #1 to save money, and #2 to avoid issues that it seems to create for other services I might be using.
I am in the United States, my region stays within the United States when using either service.
Beyond that, the same streaming website can be accessed by a buddy of mine in the UK, so it at least can be accessed from either the United States or the UK without issue.
It seems like it's some sort of a DNS issue. That's the only correlation I can think of considering that Adguard resolves the issue as well.
AdGuard simply as the standard Android app, not the VPN.
When I had Spectrum internet, I could access it without needing to use any additional services.
If I am ever anywhere trying to access it via Cellular data, I typically have to enable AdGuard (which is usually running on my phone 24/7) to be able to access it properly.
I do not know enough about the intricacies of cellular based Internet to really nail down what is happening.
This is just with the X3000 DNS manually set to Cloudflare and overriding client DNS (1.1.1.1/1.0.0.1). Site does not function and gives me the forbidden error

I found that X3000 is using T-mobile, please try to connect to other wired WAN networks or change to another ISP normal phone SIM card.
One of your comparison tests, when the phone is running ADG and the site works, please try to X3000 GL GUI > Network > DNS > Select the ADG DNS, and enable "Override DNS Settings of All Clients"
Yes, this is using a T-Mobile SIM. It is a normal phone SIM card. I am in a rural location, and would not have internet access otherwise. This unfortunately means I do not have another wired WAN network to test.
Selecting the settings you mentioned also does not allow the site to work.
Both on my PC and my Phone, using the AdGuard Application (note this is not the AdGuard Home that is on the modem) allows the site to work. The Hostname at the testing site is the same as when I use the DNS settings you mentioned, however those DNS settings do not allow the site to load.
I have 0 idea what is going on when I enable the AdGuard Application, or enable the WARP+ WireGuard protocol I have set up, that allows content on the site to be accessed without issue.
If there is something from a log I can pull from somewhere that may shed more light on this, please let me know.
