I was told it is always best to not keep settings and do a "clean install" of any update when going from different versions ie. 4.5 to 4.6, but is it OK to keep settings when going from 4.6.2 to 4.6.4?
It is as long okay as you don't have issues 
If you don't modify much inside luci or via SSH it is fine to keep the settings.
If anything fails just reset the device.
