Variable bitrate. Is it possible?

It seems like the comet uses constant bitrate to stream the video feed. This not optimal when I need high or ultra-high, but really it's just non-moving things like text. Trying to look through htop via the comet without using high or ultra-high or high is almost impossible. It's all blurry. This can simply be resolved by sending a variable bitrate stream. Is this a limitation of the hardware itself or a software issue? The encoders on this soc should be able to handle it fine. If I try looking at a console during htop on high, it uses 6-8 megabits per second! Something like this over h264 will be totally fine at a megabit per second. The bitrate requirements on the comet seem excessive.

Wonder if the hardware is there to transcode?
