I found this list of addresses on adblocks mobile app for Android. Has anyone vetted these? If 8 rely on wifi calling by these carriers should I do a port forwarding or firewall exception? Could I do a VPN exception to allow vpn across all devices and still call?

Wi-Fi call is mostly done by some IPsec VPN between your mobile phone and a server on your carriers side. If you block the hostnames by Adblock (why should you want to do this?) it won't work, no matter what kind of adjustments you create on the firewall.
If the phone does not rely on the local DNS server (for example because Apple Privacy Relay is used), it won't block anyway.
I'm sayin exclude from processing through vpn. Not block.
If you know the endpoints, you can use a VPN Policy based on Domain and exclude them.
Or you exclude all of your mobile phones by VLAN, MAC or Network
