Post Hurricane Milton and my normal cable internet is offline, so I am tethering via my laptop and Google Pixel 6a. Next time this happens, I would like to use a USB-C travel router (I just bought a GL.iNet GL-MT3000), and plug my phone into the router's USB port to tether from, but also power both the router and phone. What's the best way to do this? Thinking compact (I don't want to add a big dock or hub with lots of other ports).
Connect router to the electric grid by using USB-C and use USB-A to tether the phone.
The phone will charge as well, mostly - depends on phone, but slow.

That's easy enough to try assuming I can do a USB-A-->USB cabke. Slow charging should be fine, as I really just want to keep the phone alive.
Beware that charging while using will kill the battery way faster - so the phone should be more a "tether only" phone then a real phone you want to use a long time.

Could you explain why would such a phone’s battery die quickly?
Batteries don't like permanent charging.
Are you referring to keeping battery at 100% for days?
Not only 100% but charging and using the same time.
Is it because of the heat or something else? Bonus points for source links.
