I am having the same problem with getting a SIM not registered when attempting to use a Static IP SIM. Normal not static IP SIMs work fine and automatically pull the settings. I am also using a Tmobile Static SIM and have spoken with a Tmobile tech who informed me the settings are as they should be that they can tell. I'm using a X300B device with 4.0 firmware.

Can you share your settings? e.g. apn etc.
Can you give a screenshot of the modem status page?
Does this sim needs to change IMEI to use?
