The antenna’s dBi figure doesn’t determine the rated power it can use. Most if not all wi-fi antennas available on the market will surely be able to withstand the 20 dBm gl-inet routers can give.

You can think of the antenna’s dBi value as indicating how much it can concentrate the beam where it can transmit and receive.

To see if the intended use is legal, check the maximum EIRP allowed for it, then add the output power to the antenna’s dBi to get the EIRP.

E.g. the FCC limits the EIRP for the 2.4 GHz band to 36 dBm for indoor or outdoor use in non-fixed stations settings. For point-to-point, the maximum EIRP is different.

So 20 dBm router plus 20 dBi antenna puts you 4 dBm over the legal EIRP limit in the US. Either the router’s power must be reduced by 4 dBm or a 16 dBi antenna must be used to be within legal limits.

(Unless the cable connecting the antenna is very short, its transmission loss can be subtracted from the EIRP calculation above.)
