I am not mixing sections. VAT is assumed that was already collected, because according to UK regulations, it should have been collected.
On the custom paperwork, probably there is no information if the VAT was collected or not. The custom will assume that was already collected because the total value of the goods is less than £135 (of course, we are talking about the total value which is declared on the paperwork)
You’re picking parts from the customs duty section and mixing it with the VAT section. And the VAT section clearly states that “VAT is charged on all goods (except for gifts worth £39 or less)”.
We paid in dollars and VAT wasn’t collected, so customs see that (because it’s recorded) and charge you the VAT.
When I spoken to GL.iNet support they told me their logistics colleague said that the fee for me would be around $35 (£28).

Previously, my first one was a router from a provider Vodafone Pro and I changed it to another router Huawei AX3 Quad Cores x3 Mesh. After that, I upgraded from the same provider to 900 Mbps and gave a new router Vodafone Pro II. I like this router, but there is a horror of settings. I decided to try a new miracle router Flint 2 (2qty). Disable a couple of mini servers of my Raspberry pi4 (Homeassistant) And turn on the adguard home of the new router.
I do actually import in UK, from outside EU, every year (including China). I buy for personal use, not business.

You have got to be living on another planet if you think that you can get away without paying VAT and import taxes in the UK when buying something from abroad. I am not here to enlighten you but just to say that you should not be dishing out the wrong advice to others.
The form from GL.iNet won’t have VAT numbers or tax scheme information. So that’s all they need to charge you VAT.
Also, this is the HMRC we’re talking about. They’re not going to make assumptions in your favour. If they can’t figure something out they’ll hold the package until the sender or the receiver can provide what’s needed.
You already said that you have no useful real experience and my guess you never had any personal incident that is different from what I said. I don’t understand why you continue to disagree if all your arguments have no real connection with reality

Nowhere did I say that. I only asked @admon if he created a FedEx account to avoid some additional fee (not VAT), since I hadn’t heard about that before and I normally don’t use FedEx.
I’ve been ordering things from China (e.g. AliExpress & GearBest) for 8+ years. That’s how I knew when AliExpress started applying VAT in 2021. And I’ve sent and received things to and from the US and Canada dozens of times, so I know full well how customs handles things like this.
What I haven’t had to deal with for a few years is VAT not being collected, since I haven’t purchased anything worth more than $100 from China since 2020.
You’re living in a different reality to the rest of us if you think the HMRC will make assumptions in your favour and not charge you VAT. It simply doesn’t work that way and we’ll see who’s right when things get delivered.

And you know as well as I do that the VAT numbers and tax scheme information will be missing, since we didn’t pay VAT.
