Possible local law and CE issue:

• wifi cahannel 12 and 13 deactivate after update from 3.1003 to 3-1.04, thats sounds like the country selection from installation procedure are changed and the router are now possible not conform to loca law of wifi channels, frequencys and power
• it can be the DFS is not active, against law of some countrys

taking a conservative approach - disabling 2.4GHz 12, 13 and 5 GHz DFS is likely the best policy, I don’t consider this is a bug

OpenWRT can check based on Region to enable/disable features on LUCI - Wireless/AdvancedSettings/CountryCode
