SOLVED: SSH into the router then run tailscale status , the binding link should be spit out via the terminal. Copy and paste it into (or retype it into) your browser to authenticate. The Tailscale admin panel should show that the device is now connected. Credit to HarvsG for this fix.
OP: Just got the GL-A1300. The software version is OpenWrt 21.02.2 r16495-bf0c965af0, Kernel Version 5.4.179
When I enable Tailscale, i get a message that the Tailscale service is enabled, but the device is not bound yet. Please bind this device to your Tailscale account using The Device Bind Link (a clickable link). When I click the link, I get an error Tailscale failed to get device binding link.

This is July 2025. I have an AXT1800/Slate at version 4.6.11r2 dated 2024-12-15 15:26:32 (UTC+00:00) (the latest firmware to date). They haven't provided a fix yet, but the work-around does still work.
I used the V4.6.11 version of AXT1800, cleared all configurations, restored to factory mode for testing, repeated the acquisition 10 times, and did not find any failure in binding link acquisition.
